The labor mobility program is designed to provide such counseling, technical, and financial assistance as will be needed to place retrained persons on jobs that make decent wages in other communities, in contrast to those programs which retrain persons for local employment.
The general objectives include: developing jobs for persons having saleable skills, assisting these persons and their. This report reviews the knowledge gained in 4 years of operation cf labor mobility demonstration projects and provides guidelines on the design and operation of a permanent worker relocation prcgram.
Data were gathered both from written material covering the experience of each project. Expanding demonstration-project authority for the Office of Personnel Management, launching a pilot project to test a new personnel system, and rigorously evaluating these projects will establish an evidence base to inform the development of a new, governmentwide personnel system that will be competitive for current and future workforce needs.
